Namsai, 9th April 2021: The District Level Monitoring Committee (D-MC) meeting on formation and promotion of 10,000 new Farmers Producer Organisations (FPOs) announced in Union Budget was held in DC’s conference Hall, Namsai. The meeting was chaired by Shri R.K Sharma, Deputy Commissioner.
Farmers’ continues to face challenges like lack of market access & credit linkages, inadequate financial support and lack of managerial skill etc. To address these challenges, Govt. of India has formulated a dedicated central sector scheme “Formation and Promotion of 10000 FPOs” for implementation across the country. Under the scheme, FPOs can be registered either under part IXA of Companies Act, 1956 (as made application by Section 465(1) of Companies Act, 2013, or Under Cooperative Societies Act of the States and handholding is to be done for five years by professionally managed and run by Cluster Based Business Organisations (CBBOs). Issues of marketing and institutional credit linkages have also been addressed. In addition, provision has been made for assistance to existing FPOs as well as to promote formation of FPOs by Agri-Value Chain organization/Industries.
Shri Kamal Roy, District Development Manager, NABARD who is also the Member of D-MC gave a detailed presentations on Salient features of Operational Guidelines of the Scheme, Support & Monitoring Mechanism, Strategy for FPO formation and promotion etc.
DC Namsai suggested the forum that the progressive farmers who are into active farming should be tended and nurtured on priority basis for membership of upcoming FPOs for effective implementation of the scheme. The CEO has a huge responsibility of the progress of the FPO; hence the educated youth must be inducted into the program. He advised the HODs to take initiatives and extra effort to propagate the message of the FPOs scheme to the farmers of Namsai district for fruitful outcome.
The chair invited suggestions from all the officers to identify the sectors and areas where these schemes could prove successful. Thereafter discussions were held on their smooth utilization in light of the landscape, topography, land availability, etc of various areas of the district.
The meeting was attended by District Agriculture Office, District Horticulture Officer, Asst. Director - Fisheries, Agriculture Development Officer, District Veterinary Officer, Progressive Farmer and CEO NOSAAP.
